Adopted-law anchor
The clearest DPP deadline is the battery passport date.
The battery passport is the near-term adopted-law anchor. Use it to understand what a real DPP deadline looks like, then keep ESPR working-plan categories in a separate planning lane.
Planning signals
Read each year by its status.
A working-plan year can be useful for budgeting and supplier data work, but it should not be rewritten as a universal passport deadline unless the final measure says so.
Use as a hard planning anchor when scope and date are already fixed by legal text.
Use as a priority signal for category work, not as a final go-live date.
Track because it may affect multiple products through repairability, recyclability, or data requirements.
Use for software and vendor questions, not as proof of product compliance.
